MADISON, Wis. (AP) — The state Department of Justice never launched a program outlined in the state budget that would have allowed judges to order GPS monitoring for people under restraining orders. Gov. Scott Walker proposed $3 million in the 2013-15 state budget for DOJ grants to local police and governmental units for GPS tracking people subject to a domestic abuse or harassment restraining order. But DOJ officials say they never handed out any grants.
