The state Department of Transportation will get another opportunity to state its case on why Highway 23 needs to be expanded to four lanes. The DOT is appealing a federal judge’s ruling halting the project between Fond du Lac and Plymouth. The judge said the DOT overinflated its traffic projections and a hearing is scheduled today. Sheboygan state senator Devin Lemahieu says he is still upset that the judge waited until just a few days before the project was scheduled to resume to issue his ruling.
