A member of the legislature’s budget-writing committee thinks lawmakers will be able to reach a compromise that’s workable on one of the last major sticking points in the state budget.  The governor wants to borrow more than a billion dollars to pay for transportation, while some lawmakers say fee and tax increases are necessary, or delaying road projects.   Republican state representative Michael Schraa of Oshkosh says some of the problems started happening in 2007 when gas tax indexing was taken away and the transportation fund was used to pay for other areas of the state budget.  “If indexing wouldn’t have been taken away our gas tax would be about four to four and a half cents higher than where it is right now and we’d have $950 million sitting in the transportation fund and we wouldn’t be having to deal with some of these issues,”  Schraa told AM 1170 WFDL’s Between the Lines program.  Schraa says the state  “can’t keep borrowing ourselves to prosperity.”
