MILWAUKEE (AP) — Governor Scott Walker is defending the timing of a ceremony to sign two bills loosening Wisconsin’s gun laws, saying they were scheduled before nine people were shot and killed last week in South Carolina and that not having the public event would have made people think the measures had something to do with the shooting. The new laws to eliminate the state’s 48-hour waiting period on handgun purchases and allow retired officers to carry guns on school property go into effect Friday.
