OSHKOSH, Wis. (AP) — Republican Gov. Scott Walker has signed a bill that gives state troopers a 6 percent raise.  The governor signed the measure at Fox Valley Technical College in Oshkosh on Monday morning.  Troopers haven’t had a pay raise since 2009. In exchange for the raise, the bill calls for troopers to pay substantially more for their health insurance each month, with rates ranging from a few dozen more dollars per month for a single person to hundreds of dollars more for family coverage.  Walker also signed a bill laying out a new two-year compensation plan for 31,000 other state workers that includes no general wage increases.
