10-8-15 repeat owi convictions

A Fond du Lac County Sheriff’s captain says changes need to be made to prevent people convicted of drunken driving from skirting around the  state’s ignition interlock law.  The law requires all repeat OWI offenders, first time offenders with an alcohol concentration of .15 percent or higher and drivers who refuse a breath test during a traffic stop to install an ignition interlock device.  But Fond du Lac County Sheriff’s captain Rick Olig says the law is hard to enforce.  State Department of Transportation data shows more than half of Wisconsin counties have seen no change or an increase in convictions for driving drunk five times or more.  Fond du Lac is one of five counties in which repeat OWI convictions in 2014 exceeded their five-year averages.
