MADISON, Wis. (AP) — Governor Scott Walker’s office says the story of two state railroad commission workers who weren’t fired for having sex on state time and property demonstrates the need for changes to the civil service system.  Records show no attempt to fire the workers or discipline them beyond letters of reprimand issued in November 2011. Walker talked about the workers in September when he was trying to build support for bill that reworks the state civil service system.
