The Fond du Lac city council has approved a development agreement for the Forest Mall renovation project. The heart of the agreement is a tax incremental district. City manager Joe Moore the Forest Mall was on life support and the city needed to get involved “to motivate the owner and other interested parties to make it something more viable.” Demolition of the former J.C. Penny and Sears Department Store buildings started last July. In the end the mall will be replaced with a Meijer SuperCenter and gas station/convenience store.
