The so-called Halloween Killer, Gerald Turner, won’t be released from custody. At a hearing this week Fond du Lac County Circuit judge Paul Czisny ruled that Turner will remain confined at a secure mental health facility. The 72 year old Turner was convicted of killing nine-year-old Lisa Ann French while she was trick-or-treating on Halloween, 1973. Turner was initially scheduled for release in 2018, but the Wisconsin Department of Justice filed a petition with the court saying he was a sexually violent person who should remain in a secure mental health facility. At a hearing Wednesday, Judge Czisny found probably cause for the commitment proceedings to continue.
