(Washington, D.C.) – Congressman Glenn Grothman (R-WI) has introduced the Continuing Opportunities for People with Disabilities to Excel Act. This legislation will stop a proposed rule from the Department of Labor (DOL) which could lead to the closure of Community Rehabilitation Providers (CRPs) such as Northwoods Incorporated of Wisconsin in Portage, Ascend Services, Incorporated in Manitowoc, and Brooke Industries, Incorporated in Fond du Lac. This legislation is endorsed by A-Team USA, a grassroots organization that advocates for individuals with disabilities.
On December 3, 2024, the DOL took action to phase out the issuance of 14(c) certificates. This rule, if finalized, would be devastating for families and CRPs around the country who rely on these certificates for functional employment opportunities. Without these certificates, individuals with disabilities could be forced into day services or worse, remain completely isolated at home.

Under my bill, individuals with disabilities will be protected and empowered through the preservation of their right to choose the workforce program they think will best suit their needs,” said Grothman. “The rewards of being employed go far beyond just the employee, extending to the families of those with disabilities, the organizations they touch, and the entire surrounding community.
