2-4-25 fdl main street rehabilitation project

The overall mill & overlay project footprint is Main Street from 6th to Merrill. Main Street traffic will be closed to vehicle traffic in the work areas only during pavement work. Parking lanes will be limited when working on a water lateral, fiber installs and structure repair. All sidewalks will remain open. Main Street entrances to business will not be affected. The contractor will work to keep cross traffic on Division, First, Second and Fourth open as much as possible.   The top 5”- 7” of pavement will be milled, recycling as much material as possible.  The water main between Third and Fourth will be replaced. All other water main sections  have been replaced in recent years.   All dates are tentative based on weather.

Pre-Project Structural Repairs
End of March – Work will begin to complete spot repairs on curb & gutter, drainage problems, non-compliant ADA ramps, fiber optics, sinking manhole covers and water valve
boxes. Access will only be impacted around the immediate work areas.

Mill & Overlay
Late April – Phase 1 – Mill & overlay will begin on the first section from First to Merrill. This section will be completed by June 26.
Phase 2 – The second section will be from First to Sixth. Work will begin on the second section immediately following the completion of the first section. There will be no gap in
time. The start date of Phase 2 is unknown and relies on the completion of Phase 1. This section will be will be completed by September 6.  Work will likely begin at 7:00 a.m. and continue through dusk, Monday through Friday until the project is complete.  The City will work on accommodating customer parking needs and loading needs during
the course of the project.

Water Laterals
The City is currently working with property owners on replacing lead pipe water laterals. Letters were sent out to those properties with identified lead pipes in late December 2024.
If you have not returned your “Consent to Enter” form, please do so ASAP. The City has secured grant funding to replace private lead water services at a size equivalent to the
existing service size at no cost to the property owner. If a property owner would like to upgrade the size of the water lateral, the full cost is the responsibility of the property owner.
It is recommended to contact the City of FDL Inspection Department for guidance if you have not already. Ideally, the new water laterals can be bored underneath the sidewalk and
will not affect the existing sidewalk. Means and methods are up to the contractor’s discretion. Five Star Energy Services is the water contractor.

Downtown Events
• The Saturday morning Farmers Market will move to Fourth to First during Phase 1 and First to Division during Phase 2.
• The Memorial Day Parade will be moved to Macy Street.
• Fondue Fest, Thursday Night Markets, Thelma Thursdays will continue as usual.
• Sidewalks will remain open during the entire project, therefore events such as Summer Wine Walk and the Beer & Bourbon Crawl will continue as usual.

Communication
The City will work to create a page on their website and an email distribution list with project information. More to come.
