MADISON, Wis. (AP) — Gov. Scott Walker is leaving details about how he plans to solve the state’s budget shortfall for a speech next month.  Walker did not talk in his State of the State speech Tuesday about how he plans to solve a $2.2 billion budget shortfall.  And he was also vague about his plans to follow through on his campaign promises to cut taxes, even in the face of that budget gap.  Walker says only that he promises property taxes will be lower in four years than they are now.  And while he promised to merge four state agencies into two, he did not say how much money that would save.  Walker will release his budget, which will have those details, on Feb. 3.
